I am trying to bring up voice service delivered by Telmex to our Mexico location. They have dropped off 10 digital lines, basically a PRI circuit that is connected to a 1-port 2nd Gen Muliflex Trunk Voice/WAN int. Card - T1/E1. I built the controller and voice-port that looks like below. I am unable to get the circuit in an up state. Anothere question is why when I build out the controller E1 0/2/0 do I NOT get get a serial interface?

On controller configuration, add "clock source line primary"
You don't get a serial interface because you are configuring a Ds0 Group not a primary group

here is the current clocking configuration: 0/0/0 is the MPLS connection.

If the controller is down try these checks:
- check cable
- check pin out
- check framing (crc, no crc)
- try the controller with a physical loop

In addition to what Mr. Daniele has said, you can swap the pairs 1,2 and 4,5 in case if controller is not coming UP.
Also, try giving physical loop towardsTelemex, so that they can connect BERT Meter and check the quality of paris.
My Controller is now up. I am not aware if someone onsite swapped the cable or not. When I view the voice port summary I show the IN STATUS for the 10 channels as blocked. Is this a telmex issue or a config issue on my end? Any experience out there with this?

I have considered that based on the research I have done. Are you recommending I upgrade to a 15.1(x)M code?
Update - I have not updated the IOS as of yet. I did however notice I did not complete the build out for MTP resources on the router. I built it out and did a shut and no shut of voice port and now the channels IN STATUS are in an idle state.
Still not getting inbound or outbound calls.. working on dial-peers....
I found and verified with TAC that the carrier (Telmex) failed to send a “SEIZE-ACK” after around 5 seconds that the gateway SEIZURE signal, it is the main cause why the calls are failing. The gateway is also receiving BLOCK state from the carrier.
Does anyone have a reliable support number for Telmex where I can choose an option for English?
Possibly telco has never truly put the circuit into service at CO, so a simple request to do that for a local person may resolve.
We got a new site in Mexico, connected by Telmex, using an E1 R2 modified. Router is 2921, 15.4(1)T1, with VWIC3-1MFT-T1/E1. Setup has been done by MGCP, controller E1 shows up state. Its current config looks like:

show voice port sum says oper state dorm.
The gateway in CUCM (8.5.1) shows unregistered state. As this is our first R2 setup I am wondering if it can be done by using MGCP? If so can please someone assist on how to set it up in CUCM?
