Time Warner Digital Phone won't dial out FX0

I switched local phone service from AT&T (non centrex, no dialing 9) to Time Warner Digital Telephone. Callers are still able to get in, however, I can not dial out. I have a Cisco call manager 4.1, vic2-2FX0 in a 2800 series router. This is a remote office which connects to our main office via T1. Local calls come in and go out the FX0.

here are the specs of the lines coming out of the Motorola SBV5322:

Line Type: 2wire

Hook State Signaling: Loop Start

Max Loop: 1000ft

DTMF Level Sensitivity: 0 to -20db

Speed Coding 64kbps PCM, u-law or A-law Commanding; supports G.711 and other low-rate vocoders.

Loss Plan receive (D/A) 4db; transmit (A/D)2db

Loss Plan Tolerance +- 1dB
