Toll bypass

Hi,

I have kind of a newbie question and am sorry for posting such queries but I can't find an explanation anywhere on the net. I am wondering what you understand under the term "toll bypass" and how you associate it with VoIP. I am currently studying CAC mechanisms and there's an evalutaion cretirea for the different mechanisms. One of them is "Toll bypass or IP Telephony". It's a little confusing at least for me. I just don't get it. I hope someone can help me out. Thanks

Organization has offices in cites (or countries) A and B. Calls from A to B are more expensive than local calls. So when someone at office A wants to call a number in the city B, the router will act as a gateway from voip to pots and the call will be cheaper. Effectively, they are bypassing toll charges.

Thank you very much. I now understand what "toll bypass" refers to.
