No, that's not possible.
A call needs to be connected in order for the transfer process to work as it will put the call on hold.
Transfer redirects a connected call. The target is the number to which you want to transfer the call.

Hey peterson,
Just to add a note to the great tips from Java and DK (+5 each ) Happy

If you look at the Softkey template for the Ring Out call state we see that
Transfer is not an available Softkey. There is another way to accomplish
this request, it's not exact but does almost the same thing.
Phone A calls Phone B or vise versa, Phone A presses Confrn, dials
External number. Calls starts ringing at external, Phone A presses
Confrn a second time, Phone B is connected to Ringing external number.
Cheers!

Yes, its called blind or semi-attended transfer.
What is these phones registered with and what
protocols are we talking about here?

CallManager 8.0
SCCP Phones
H.323 gateways
Just remember
Phone A calls an external number and wants transfer to Phone B before that external number connected (while the external number is ringing).
