Transfer Directly to Voice Mail

Is there a way to transfer a call directly to some one voice mail without ringing their phone?

Hi,

If your DNs are 2XXX, then make a CTI route point 92XXX and Forward all to VM. Add 92XX as alternate extension in VM. Now if someone calls or transfers a call to 92XX they will hear 2XXX's VM greating.

Another way is to make a Translation 92XXX that translates to 2XXX in a partition that is not available to other phones - lets say VM-Translate. Then add a CTI route point 2XXX in the VM-Translate partition and Forward all to VM.
