Translation Pattern Help

We recently deployed Jabber on Premise and have had greaet results. The only issue we run into is many users have their contacts setup as XXX-XXX-XXXX. When attempting to complete a click to call through Jabber (or another enabled app) the call cannot be completed because a 91 is not infront of the number. The same holds true when the contact is setup as 1XXX-XXX-XXXX, which requires a 9 to be prefixed to the number

I'd like to resolve this by using translation patterns to add the 91 infront of a 10 digit number or 9 infront of an 11 digit number, This can easily be achieved by creating a global translation pattern of XXXXXXXXX and prefixing 91 infront of the number; however, this causes overlap and results in major delays when calling any non 10 digit numbers.

Looking for suggestions or an explanation on the correct way to implement this requirement.
