Trouble with dialing one area code

I have a gateway that can dial any area code with the exception of 502. When dialing 502 I get "The number you have dialed is not a working number" Below are the debugs from calling a non-working 502 number and a working 770 number. Worth noting that I have a gateway in the 502 as well.

the following lines shows "calling_number=2235 calling_octet=0x1 called_number=915025576000 called_octet=0xA1", the calling is hitting the gateway. It may be a PSTN side problem.
