Trying to get Brazil dial-peers correct for additional cellular digit

I cannot get cellular calls to Sao Paulo to go through. Is it possible that mobile

Is it possible that mobile phone calls to Sao Paulo don't need to go through a long distance carrier?  Are you in the same geographic code as Sao Paulo?

The configuration was correct

The configuration was correct. Telco did not have the configuration correct on their side.
