UC520 Call Park Analog Line

From the ip phone I park it to 701, from the an analog phone connected to the fxs port, I dial 701.   I get the hammer tone.  Then I dial back the number 701 from the analog phone and its hangs the 701 until I reset it.    What am I doing wrong?
