UC540 - 7970 phone - Redial, add 9

When checking missed calls and pressing 'dial' to call the number missed, the system does not add a 9 to allow the call to be placed to the destination. I've been searching on how to adjust this and I haven't found a very clear answer. I am using CCA but I am comfortable in the CLI as well. Any ideas?
