UCM 7.1(5) TSP Silent Install for non-admin users?

I've searched the support community and have found a few references to a silent install for the cisco 7.1(5) TSP but no definitive answer if it can be done for non-administrators.  Can or Can't the CUCM 7.1 TSP be installed via a script for non-administrators?  I know it's possible with the newer TSP.  If it can be done can someone please enlighten me?
