Can u share which is the phone model u are trying to add in CUCM version 6.x?
Any error message which u get while adding phone.
CUCM was stuck and unable to add phone and change partion and css .Now its Ok autometically.
Please find the attached logs collected during the registration of cisco 7911.

What is the MAC address of the phone (to filter trace)?
What exactly is the error do you see on the CUCM page while adding? What happens when u click save
Does the phone auto register if you turn on auto registration?
Issue if for just one phone model?
I had gone through the logs and could get following info:
a. about 350 IP phones are regsitered.
b. 5 number of MGCP Device Gateways are registered.
c. also, the DB replication is fine.
Can u let me know the DLUs available and phone model which u are trying to add with MAC address?
Also, mac -address of phone.
I checked DlUs are around 7000 remaing.
The phone model which we tried was 7911 and
Mac address for the phone with extn 8251 is 001f6c80e41c .
Your 7911 is attempting to download 9.0.3 firmware from CUCM, but the actual version installed on your phone is older than version 8.5.2, necessary to upgrade to later version and CUCM is logging "File auth fail"
I suggest you to do an "offline" upgrade of 7911 to at least 8.5.2 version before register the 7911 to CUCM.

Yes DHCP is enable on phones.Please review the attached 30.04.13 trace and logs.I want to know why cucm stuck on 30.04.2013 .Is there database issue?
Yes we got AUTH Fail message when we later test one of the 7911 phones.Its not for all phones.
Did you find any issue in 30.04.13 logs?
