Unable to create provider: Directory Login Timout

I am trying to connect to CUCM 7.0 (System version: 7.0.1.11001-4). I have created an application user with all CTI control groups in it. I checked the services CCM, CTI etc. are running. When I try to open provider through JTAPI Client, I am getting following exception,

com.cisco.jtapi.PlatformExceptionImpl: Unable to create provider -- directory login timeout

Please suggest what could be causing this exception.

Appreciate any response on it.
