Unable to dial 911 from SIP Trunk

Hello,

From a 2901 router Version 15.0(1)M4 I am unable to make an outbound 911 call.  All other outbound is workig.  The route pattern in call manger is configured to dial 9911.  I get a busy signal each time.  I ran some debugs show below.  I am expecting the call to use the dial-peer voice 100 voip:

Unable to dial 911 from SIP Trunk

You are getting a 606 Not Acceptable from your Provider. Looks like they don't want you to call 911 through their system. You would need to question the provider about their policies regarding Emergency calling and what should be the format for your INVITE for them to let it go across their network.

You should still try to keep an FXO for Emergency calls at all times. SIP Trunks are great to lower cost, not so great for emergency calls.
