This is likely a misconfiguration of that person's phone or their workstation NIC settings.
Ensure that the CAD workstation is plugged into the PC port of the phone, or the agent is using CIPC.
Ensure that the SPAN to PC Port and PC Voice VLAN settings are set to True on the Device Configuration page of the agent's phone.
Ensure that the NIC card of that workstation is configured to accept IEEE 802.1q-tagged Ethernet frames. Many desktop NICs do not do this by default and require registry or other utiltity settings to be changed.
