Unity Express 3.1 config wizard doesn't create mailboxes

Setup our 2821 ISR router using the QCT tool(CME ver 4.0 and CEU ver3.0.) I used the CUE initilization wizard but it does not let me modify the individual users to create the mailboxes. The user fiels are greyed out.When I finish the init wizard it created all the other parameters but does not create any mailboxes.

A little more info. The CUE ini wizard lets me config all the paramters. it just does not let me create mailboxes and as such no PINS etc. I can dial the vm acess number and get he recording but that it. When I launch the CUE admin tool It's not allowing me to add users either I have two phones 7961's up and working just can't creaye a vm box. we purchase CUE 3.0 w/ 12 mialboxes this a license?issue?
