Unity - Second Zero Out

We have just completed an enterprise rollout of CCM 4.2 across 12 facilities with one Unity server at the main headquarters. At each location, we have defined an Operator "0" within CCM. Whenin Unity, we are using the supervised transfer feature when a caller zero outs of a users vm account, if the transferred to party does not answer, the system pulls the call back into the original vm. My issue is now when the caller presses "0" a second time, the call is transfer to the default CCM operator at headquarters. How do I configure unity to allow the second zero out to ring the local operator instead of transferring the call back to corporate.

In tools depot you would also find a tool called audio text manager which will help modifying the zero out of the directory
