Two subscribers are unable to leave messages for other subscribers. There is no error message played to either the caller or called party. The caller hears the called party's greeting and a tone, but no message is left. All other subscriber messaging works fine.

Do both these extensions have Unity subscriber accounts associated with them?
Are they in the same mailstores etc. as the other Unity subscribers?
Have you also checked whether the permissions on the AD and Exchange objects on these 2 accounts is the same on all other accounts??

Yes, they have Unity subscriber accounts associated with them.
Yes, their on the same Mailstores, but the client indicated they moved the accounts to a different OU. I suspect this is the issue. I didn't do the original install, but suspect PW was not run against the root of the domain.
Thanks for the lead ... we'll investigate further.

there is no need to tun the PW over the root, you can run it over the OU to which the users were moved.
by the description it does sound like a permissions issue what you have going on.
you can check the user has the "allow inheritable permissions to propagate from parent to this object" under the security tab in ADUC
also in the security tab you should see the unity accounts listed, if they're not there then definitely it's a permissions issue
