unregistered phone and inactive line

Can you tell me, how can I make line on a phone be inactive, when the phone is in unregistered state?

When the phone is in an unregistered state you will not be able to make incoming/outgoing calls.

If line is active, iven if the phone is unregistered, I will be routed to that line. It is a problem. When the line is on remote site, I will stil have to configure fild under line "Unregistered internal" and "Unregistered external" and it will be OK only for one location.

Stil, I can not use abbriviated diling (4 digit preserved srst), because that 4 digit pattern will never be matched for particular phone.

Any solution for that?
