Use of Resource threshold command in GK

I`m been doing some reading and came across the comment 

gateway

resource threshold high 70 low 60

From URL http://www.cisco.com/en/US/tech/tk1077/technologies_tech_note09186a0080093f67.shtml I understand it will check the resource available i.e E1`s  so if a GK has two choices to the same destinsation GW1 (5300-3)and GW2 (3640-3) each with an E1 based upon how busy, Resource availability etc it can "overflow" to GW2 . Based on the comments below the GK will route the call to the second GW 6789

Would the GK not normally overflow anyway, based upon RAS messages to each GW and the priority setting on the Zone prefix of 9* or is the above a "better" way, more controlled manor ?
