vic card not registering

I have a production 2851 gateway with call manager 4.2.3. I have added a vic2-2fxs card to one of the slots, 0/2/0, and have done the "update / reset gateway" through ccm, and the "no mgcp / mgcp" commands on the router. However, the card does not register with call manager. Since this is an addition, do I have to use "ccm-manager config" ?

Often I have to do the "ccm-manager config" command to successfully register the gateway after such a change.

ccm-manager config

no mgcp

mgcp

Once gateway registered:

no ccm-manager config

Make sure to do this during a downtime.
