i setup visual voice mail via this step by step procedure

i can see the voice mail now but it will not play them in fact when i play then it tells me "your call can not be completed as dialed........"
i must be missing something or set a setting wrong but i have been over the procedure many times and do not see anything that i did incorrectly.
we are running CUCM 10.5.1 same for Unity.
