I assume that you also have two network modules for each of the PRI's (i.e VWIC-2MFT-E1/T1). When you create your gateway you place each PRI into a Route Group in order of preference and this is where you acheive your gateway redundancy. If one PRI is busy or n/a calls will route via the second PRI.
