We Have CUCM 8.X with Meeting Place server . one of the Remote site connected thrugh WAN , has lot of Voice quality issue .. especially during a Webex Meeting and even on offnet /onNet calls . we checked all the BW settings on Location under CUCM but unable to find any solution .

It sounds like you have a general QOS issue over your WAN. Check the edge routers at the remote and central sites for QOS and also speak to you're WAN provider to see what level of QOS they are operating.
Also set one phone up with SPAN to PC port and do a packet capture to see if the packets are coming in correctly marked when a call is placed between the remote and central sites.
