I have a VOIP client. They are seeing a 11 second delay between the time they dial their number to the time they get the ring tone. This happens across the clients network, to and from.
Our voice ports have no config on them, just the basics, no fine tuning.
Are there any commands anyone can think of that need to be entered to cut that delay? I've looked everywhere.

It sounds like you have a 9T dial peer handling all of your outgoing calls. In this case, the router is waiting the time specified by the interdigit timeout to receive more digits. You can alleviate this problem by creating more specific dial peers such as:
9[2-9]...... for local 7 digit calls.
91[2-9]..[2-9]...... for long distance calls

You can use BRANDON method OR.
You can change the interdigit timeout from default to whatever you want.
If your voice client is use CCM, you can go to service parameter to change from default 15000 (15sec) to 4000 (4sec).
If your voice client is CME, under telephony service
CME(config)#telephony-service
CME(config-telephony)#timeouts interdigit ?
<2-120> seconds
