VOIP Priority + PBX

Hi,

i have impelmented a 2 voice gateway (VG)  on Two sites. Those VG are connected each one to one PBX :

1- Site A : ->  The VG connected to the PBX by tow BRI

                 -> The PBX has 5 Analogue Phone ( 100 VIP,101,102,103,104)

2- Site B : The VG connected to the PBX by E1 ( Qsig).

               -> The PBX has 6 Analogue phones ( 200,201,202,203,204,206).

The problem that client ask for me its according to the folowing Scenario:

1- On Site A , the max call are 4 (simultanly)

2- when ,the Extension ( 101,102,103 & 104) are call to the remote Site, the VIP extension cannot make a call.

The customer ask me , if there is any possibility ( configuration)  to do on VG to always permit the (VIP Extension) to make CALL [ the customer dont have problem to drop any current 4 calls to permit the Call for the VIP Extension)

i made a mistake fro the quastion

on the WAN link , there are only  3 possible calls.

so my question is :  if the extension ( 101,102 and 103) are in call, the customer ask if the '100 VIP) want to make a call, there is a possiblity to make always a priority for this extension ? ( no problem to drop any of the current call)
