welcome greeting should be played without dial tone or two rings.

CME integrated with CUE. 

when i place a call from outside to office where CME is configured. i listen two rings before welcome message.

i want to listen welcome message as soon as i dial the office number without rings.

please help me to sort out this issue

What kind of PSTN connection do you have?  If it's analog, it may be due to caller-id being enabled.

Yes its analog trunk.

Any ways I want to eliminate 2 rings before the welcome massage. Even caller id is enabled.

In Avaya ip office 500 I set some parameters and decrease the time in milliseconds. Hope I could find the same in cisco cme.
