Westell IQ3000 Replacement

I have a Cisco IOS voice gateway with two QSIG connections to an ISDX PBX using a couple of Westell IQ3000 QSIG/DPNSS convertors. One of the Westell convertors recently died and we have attempted to replace it with the Cisco VG30D, which is the Westell in all but name. Copied the settings of the working Westell on to the VG30D and direct calls pass back and forth across link with out issue.

However, if a call is sent across the link towards the PBX and the destination extension is CFWD the PBX sends a DPNSS Divert Message back towards the Cisco IOS VG. On the Westell this isn't a problem the Westell converts the Divert Message into a QSIG Facility message and the Cisco IOS VG initiates a new call to the diverted extension number.

On the link with the Cisco VG30D there is a 15 second delay between getting the Call Proceeding message and a Disconnect Message from the VG30D with a clear code of Normal Unspecified Code 31.

Colleagues and I have repeatedly been through both boxes looking for discrepancies in config but cannot find one.

Anyone come across this problem.
