When I have a router with IOS that suopports CME I could configure IP Telephony. Why I need the license in this case?

Simple, it is a licensed feature and you should buy it.
You must purchase a base Cisco Unified CME feature license and phone user licenses that entitle you to use Cisco Unified CME.
It's a honour based license, as it was in CUCM.

That's right and it's possible this change when using IOS 15
as features are unlocked by license files
. Not sure if/when this model for CUCME
8 is in place but I'd not be surprised if it's true for some future releases.

I see it works for IOS version 12.4 also. I could conigure the telephony service and the IP Phones could register for it.
