I have CUCM 8.0(3) and about 50 7961 running Firmware 9.0(3). Some of these phones display not the time of the timezone I configured in Date/Time Group. They display the UTC Time instead. Via CLI the correct timezone is configured as well. See here the output of utils ntp status:
