Is it possible for the Cisco Jabber to equip the "push-to-talk voice messaging" function?

No, that's not a feature of Jabber. You would need to place a call to the other party.

I want to understand the technology.

when user press and hold the button
capture the the voice sound talking and sending person/group
release the button
upload to server
broadcast the voice sound to person/group

Just client & server upload & broadcast?

 Is it possible on Jabber SDK with Unity Connection to make it work?

You probably want to discuss that in the developer forum, but I don't see that being possible, if you want to send a broadcast message via CUC, you just need to use the built-in feature for broadcast messages. If this is something like paging, we should start by the fact that neither CUCM, CUC or Jabber are able to do so on their own, that's why we have a separate paging server.

Some bosses ask how to work out it on Cisco Jabber, which is no this function. Is it this function no interesting? Or too difficult to develop?

If you want the technical reasons as to why Jabber doesn't have this feature, you need to discuss this with the BU thru your AM.
