No chat in Jabber 11.6

We have two users who have no chat ability in their Jabber 11.6 installation.  They have phone capabilities, but no Chat icon and their accounts don't seem to be recognized by AD meaning there user name is not presented, only part of the full email address is displayed..  Any ideas?1

Are you sure they're configured as Full UC and not as phone only?

I used the same bits to install to all users, some worked well, others lacked chat.  How can I confirm Full UC vs. Phone only?

I copied over 3 Jabber xml file she waited a few minutes and then chat was there.  Not sure it was the xml files because it took a little while to take hold.
