not able to control phone from window's jabber client

Hi,

i have deployed CUCM - 9.1, CUC - 9.1 and CUP - 9.1, and window's jabber verison - 9.7

when i create a cisco framework and assign DN to it for jabber my click to call and all calling functionally is working fine from jabber for window.

but when i delete cisco framework from cucm and login to cisco jabber and  phone icon is showing red cross sign, i know my complete calling functionally will not works but at list i can associate my device phone DN to jabber and i can make and answer the call from jabber and voice will come from cisco ip phone. this is call to click to call functionally right

Need to add both devices to controlled devices under user management.

Also need to add the user to the following groups: 

Standard CTI Enabled

Standard CCM End Users
