2621XM router not retaining configuration

I have recently purchased a used 2621XM router and have found that when I turn off or discconnect the power, the config is not retained.

... and before you ask, yes, I have saved the config from running to startup.

The only change that I have done after getting the router was to upgrade the IOS from c2600-is-mz.123-10 to c2600-adventerprisek9-mz.124-23.

Does anyone know how or why this would occur and does anyone know if this has happened before?

1. check if config register number is set correctly. Does "show start" have right config?

2. might be a bad NVRAM or battery for NVRAM is bad.
