I have a 2811 chassis to be used as a demo/learning platform.
- The Inline power supply (PWR-2811-AC-IP) is installed and 48 volts confirmed.
- HWIC-4ESW-POE is installed
- HWIC-ESW is recognized
- IPLM-4 is recognized
- IOS Version: 12.4-24 T2
** 79xx phones do not power up **
** In fact, none of the power commands are available. **
Any help would be appreciated.

Did you purchase the upgrade for the power supply. In order for ESW card to provide power you need to have the following internal power supply installed: PWR-2811-AC-IP The documentation states For Cisco 2800 and 3800 the internal router power supply should be swapped out for a new power supply with Power over Ethernet capabilities if Power over Ethernet is required (examples of PoE enabled power supplies include PWR-2811-AC-IP=, PWR-2821-51-AC-IP=, PWR-3825-AC-IP=, and PWR-3845-AC-IP=). Yes, the correct power supply is installed and, based on the "sho env" results, seems to be functioning properly.

I have ordered a new IPLM-4 Power daughter card for the HWIC-4ESW-POE.
Hopefully, that will solve the issue.
I've seen, in the past, modules that were detected but just did not function properly...
Any other insight would be greatly appreciated.

everything looks fine to me. There are lot of bugs as well for this platform, if you are not able to find a bug then a hardware replacement is the only option left.
