3550 mising vlan parameter

I'm trying to create a vlan on a 3550.  the vlan parameter is not showing under config. I've created vlans on this switch before.  any ideas???  am I missing something obvious?

Please post show version and show sdm prefer

Also try "vlan database" command

  Wow that has to be a real old IOS version if it's still using the vlan database to create  vlans.
