3750x Switch Port Bandwidth

We have 4.5MB of bandwidth available for internet usage.  We want to connect another switch (Layer2) to our network, but want to limit the amount of bandwidth that the computers connected to that switch can have.  Is it possible to limit the amount of bandwidth that goes through one port on the 3750x switch?

Assuming your 3750 is doing Layer-3, you can connect as many L2 switches behind it, and rate-limit or police VLANs to a specific bandwidth.
