How to know if an acl is applied or not(for an interface or route-map...)

You could do something like this:
Router#sh ip int | i is (up|down)|Outgoing|Inbound
FastEthernet0/0 is up, line protocol is up
FastEthernet0/0.290 is up, line protocol is up
Outgoing access list is not set
Inbound access list is not set
FastEthernet0/1 is up, line protocol is up
Outgoing access list is not set
Inbound access list is not set
FastEthernet0/1.150 is up, line protocol is up
Outgoing access list is not set
Inbound access list is not set
Multilink1 is administratively down, line protocol is down
Outgoing access list is not set
Inbound access list is not set
Your list would show up here if it was applied.
