after using policymap , the cpu of router is 95% !!!!!!!

i have a router that is working as Bras , and there are 3000 user as vi access ,

now i want to set policy to a subnet of user ,

the problem is when i perform the policy on  a  router  interface , the router cpu is increased and reach 95 % and this cause the routet to hang ,

============>i have s samll vlan and want to control the traffic on it , which described in topology below

my  question is ,

how to use policy map to check only a specific vlan  , not to check all the 3000 users which as a result willl  cause the cpu to he hanged ???

hint ,

i want only to apply the policy to vlan 20 which has only 60 users , whereas the vlan 10 has a 3000 user  ,

here is my topology

                         |

vlan 10--------------sw----------------router--------------------->internet

plz help me , where to put the policy and the best way to apply it ,

What your the policy map and related configs on both devices?

What functionality do you want to the policy map to enforce?
