What is the best monitoring software that can :
1. Monitor switch, routers and Bridges for errors and high cpu and memory
2. Monitor bandwidth and Qos

You could also use Cisco Network Assistant

but it works for only up to 50 devices. In your case with 300 switches i would recomend a Cisco LMS like Prime.
