Hi, imagine I have very long patch panel cables, sometimes unused hanging in my data center.
For the above scenario, can I say that such data center does not comply with the NEC Code book rules and regulations?

It *probably* doesn't comply with the NEC.
It almost certainly doesn't comply with the EIA/TIA 568 cabling standards (Category{anything}).
More information would be needed.
For example:
if that long (> 5Meters) cable is stranded conductor, it is not compliant. The "100 Meter" spec is for 90 meters of solid-core cabling with 5 meters (five meters or less)of patch / jumper cordage at each end. Jumpers/stranded cabling has higher loss and lower propagation specs than solid core.
If there are any bends greater than 2" diameter, it's not compliant
If the cable jacketing material is cruched (depressed), twisted, kinked, knotted, bunched, punched (more than once at each end), or stretched, it's not compliant.
If there is more than 1/2" of untwisted pair (for Cat3-5e; 3/8" for Cat6) and / or exposed pair at either end, it's not compliant.
If the pair/color order does not follow 568a or 568b order, it's not compliant (and probably sucks, performance-wise)
Compliant = rated Category{anything}
It'd help a lot if you were a little more specific.
