applying ACL on ESW 500 switches

I have ESW 500 switches and connected to my network. I have a network 192.168.74.0  (static) connected to the first ESW 500 switch and on the same switch I have connected two dhcp servers  with  network 192.168.1.0 and 192.168.2.0. I connected second ESW 500 switch to the first switch.  Now, when I connect a pc and ip phone on the second switch, I should see 192.168.2.0 and  192.168.74.0. The network 192.168.1.0 should be blocked so that

devices connected to the second switch only get 192.168.2.0 and   192.168.74.0.  I would like to apply this  ACL on the second switch but  I am getting the following message, "  It is impossible to bind policy and acl to the same ingress interface" I couldn't figure out how to troubleshoot this problem. My client want to use ACL feature on the switch and do not want to spend money on routers.
