Bandwidth Limitation Per Static IP

I have Internet Link Speed 8MB on Cisco 1941 Router and i have internally 4 VLANS , each VLAN is Natted to Public IP address:

1. VLAN 10 should have 1MB Upload/Download BW , NATTED IP is 167.xx.xx.2

2. VLAN 20 should have 2MB Upload/Download BW , NATTED IP is 167.xx.xx.3

3. VLAN 30 should have 4MB Upload/Download BW , NATTED IP is 167.xx.xx.4

4. VLAN 40 should have 1MB Upload/Download BW , NATTED IP is 167.xx.xx.5

how to achieve the above scenario to divide the internet BW Related to each Public IP.

Small Example for the above scenario will be great.
