Busy Boot-Up, Up then Down

I have 2 uBR's (7100 series), One boots up fairly normal going directly to the: Router>

The other (see attached) boots up in an indecisive manner with interfaces up, then down, then up, then down, then ...well, you get the picture.

How might I eliminate the unit from doing this?

The error %LINK-3-UPDOWN: states the data link level line protocol changed state. If the state change was unexpected, confirm the configuration settings for the interface and line protocol. The SNMP server has undergone a cold start.

From what I know, all interfaces should be up at Boot-Up.

I'm only at odds why they go up, then down, then up, etc., etc., during Boot-Up.

How do I stop that?
