C2960 connect to logging station fails

I have a WS-C2960S-48TD-L running 12.2(55)SE3.  It is on a 172.19.x.x network and logs to a 172.16.x.x device across a MPLS circuit.  It has a default route and upon a fresh restart talks to the logging host just fine.

Three times we have had our MPLS network go down.  Once it comes back up the switch is no longer able to talk to the logging host.  However, it talks to everything else on the 172.16.x.x network.  If I do a traceroute it doesn't send anything to the default route for the logging host, but does for any other address I use on the 172.16.x.x network.

The only solution is to reboot the switch.

Any ideas on why this single host would be unreachable?  It is the logging/snmp-server for the switch.  I have tried removing the configuration for that, but it still won't send packets to the default router for that address.

Further investigation...

There is an IP socket between the switch and the logging server.  Is there a way to clear an IP socket?
