callers are getting busy when they dial to 800 numbers (toll-free)

hi,

callers are getting busy when they dial the 800 numbers (toll-free). callers are not hearing any cvp prompt, rather disconnects the call.

is this because of network bandwidth?

only some 3 callers faced

how can check in dial-plan. is this ucce issue or telephony? how can i use CDR to verify the calls. please describe CDR.
