Can a cisco router be setup as a web server

I am looking to take a cisco router & turn it into a web server. The web server would be apache2, it would also have to allow dynamic content using php & the ability to read & write to and from the routers serial port (rs232), is this possible. If it is how would I go about it. I have a linux box doing all this but need to convert it to a standalone cisco router. Part of a project.

I remeber seeing an embedded version of Linux that runs on C2500 routers. That might work for you.
