Can't rate-limit or apply policy-map to SVI (VLAN interface)

We just upgraded our network core to a Cat 6506 w/SUP720-3B. We're running hybrid mode. We need to rate-limit our clients, each of which is setup on a separate VLAN. We can apply a rate-limit to the VLAN virtual interface, but the traffic isnt' actually rate limited. It's my understanding that this happens because after the first packets, everything is hardware switched, thus bypassing the rate-limits. We also tried setting up a policy-map to rate limit the interface. When we try to apply it, we get this:

TS-CORE1-L3(config-if)#service-policy input 512_input

MQC features are not supported for this interface

So, how do we rate-limit these clients?

I think we can configure rate limiting on SVI but we can't configure fancy L3 QOS (CBWFQ, LLQ, MQC) and Rate limiting on routed ports so verify your configuration.

The rate limit can be applied to the interface, but it doesn't actually work. A "show int vlan X rate-limit" doesn't show packets going through the interface. And, when running a speed test, the bandwidth isn't capped.

Did you ever get an answer to this? I have the same issue.

If you are also running Hybrid code, then you need to implement QoS in the CatOS side.

Your clients are vlan specific. then you try the given below

Class VLAN

match vlan

policy-map PVLAN

class VLAN

police

If you are running in hybrid mode, you can't configure QoS in the IOS side, it must be configured in the CatOS side.
