Hi
Is a Catalyst 2960 24 10/100 + 2T/SFP LAN Base Image a layer 2 switch. Does it have layer 3 routing capabilities like the 3560?

Don't believe so, although Q&A (http://www.cisco.com/en/US/products/ps6406/products_qanda_item0900aecd80322c37.shtml) states ("high-performance routing"):

The Catalyst 2960 does not support Layer 3 routing. The documentation will be corrected.

The Catalyst 2960 does not support Layer 3 routing. The documentation will be corrected.
