Cisco 2651XM Recovery Password

Dears,

I have one Cisco 2651 gateway with the following featurtes:

Cisco IOS Software,

C2600 Software (C2600-IPVOICEK9-M),

Version 12.4(19),

RELEASE SOFTWARE (fc1)

I did the recovery password procedure, but router boot normally and i can´t get rommon mode. I tried using SSH connection with: CTRL + Break, CTRL + ] + Break and Break keys and the router doesn`t boot to rommon mode. 

Could you tell me any idea about this problem?

If the router can't "understand" your Ctrl+C then it means either your console connection (like using a USB-to-Serial cable is incompatible) or someone's disabled password-recovery.
